Yeah, it sucks that the postage isn't correct and, hopefully, people will read directions carefully and take their ballots to the post office to be certain. However, were the Post Office to withhold and send these ballots back to the voters' homes, perhaps risking the voter not having enough time to send it back, couldn't that be seen as interfering with an election?
