(14,853 posts)Hypothetically, an entire state could be infected and they'd have 0 new cases per capita if nobody was tested.
I prefer positivity rates, like the WHO and Johns Hopkins.
Michigan is doing a little better than Ohio right now, with a lower positivity rate, but they look worse at the NYT because they're testing 4.7 people per 1000 compared to Ohio's 3.7 people per 1000.
And Pennsylvania is doing much worse than both of them with a positivity rate of 12.4%, but they look better per the NYT because they're testing only 1.3 people per 1000. (It's been like that for awhile in PA, often managing to avoid New York's "bad list" of states by barely testing.)
The more testing, the better! There shouldn't be any incentives for states to test less, such as to lower their "new cases per 100,000 population" numbers.
