did not swing the election to Trump - if Clinton had won Wisconsin, it would have been 296 to 242 Trump instead of 306 to 232

That said, I remember when PA passed a voter suppression law in 2012, Republicans in the state there bragged that they handed the state to Romney - but, Obama won a narrow victory there in 2012. But, I bet it played a role in 2016.
