8. Bolton came on late...

I'm thinking they sold him on the Biden conspiracy theory and that became his marching orders, until Bolton learned that Trump was going to withhold it for the much needed Defensive Weaponry and BTW, we should start calling it that! So then, Bolton had his tasking but it was separate from the order to hold up the weapons. Were's the pictures from the Ukraine front line anyway?
