My impression is the U.S. bases those decisions on protection of economic interests, and it also essentially allows us to be in charge.

I've had the strong impression in the past that many of the smaller nations have such desperate domestic needs that they can't afford to meet the obligation so we cover for them.

Been a while since I've studied this issue. Feel free to correct me if I'm wrong.......
