Until the Great Recession, the USA had the highest military expenditures as a percentage of GDP; Greece had the second highest (its centuries long disputes with Turkey). When the Great Recession hit, Greece tried to cancel billion euro military contracts with Germany (and France). Germany (and France) balked at the idea claiming cancelling the contracts would be severely detrimental to its (their) economy . A bankrupt Greece, one of many bankrupt European countries, was forced to pay Germany (and France) for military equipment it could no longer afford.
