The FANB is thoroughly infiltrated by the G2, Cuban intelligence. (this occurred after the 2002 coup attempt) Any talk of a coup to the wrong person gets a bullet to the back of the head, or a lifetime sentence to Ramos Verde, or worse, SEBIN's Helicoide.

The problem now is that Vlad is running out of money to spread around to his corrupt hierarchy. Its a matter of time before HE gets a bullet.
