The potus doesn't, and never has, written a spending bill. The house does.

Now the gop can stomp their feet, hold their breath, and shut the govt down again. But they can't write spending bills at the moment. Nancy Pelosi does.

He can ask for whatever he wants. He can get exactly dick.
