19. How can you have an emergency in the future if it's not an emergency now?

Inquiring minds want to know.

If there is predicted to be no change in circumstances six months from now, and those future circumstances will be used to justify declaring an emergency then, why is it not an emergency now?

Trump wants to be dictator.

Putin wants to destroy the government of the United States.
