The Texas prisoner allegedly killed by a guard earlier this year was handcuffed during the August use-of-force incident in a Huntsville prison that led to his death, state records show.
Inmate Gary Lesley Ryan was in pre-hearing detention a form of solitary confinement when investigators say guard DAndre Glasper ignored protocol and disobeyed direct orders, pulling the 58-year-old out of his cell to take him to the shower alone at the Estelle Unit. On the way, the two got into an argument, records show, and Glasper decided to take the older man down to the ground.
The ex-guard said he didnt mean to hurt the inmate, but its not clear from state records how the handcuffed prisoner posed a threat sufficient to justify use of force.
People in handcuffs can be dangerous, dont get me wrong, said Lance Lowry, a Huntsville corrections officer who runs a criminal justice-focused nonprofit, but while theyre in handcuffs the level of force escalation is limited.
