11. Is there such a thing as a non-gerrymandered partisan outcome?

60/40% Dems/Rats registration where the map is contiguous but Rats still get 66% of the seats?

Gerrymandering is such an old school term, based on shape of districts.

Now we apply demographics, race, affiliation

One man one vote doesn't fit well with an outcome skewed to the minority party

Gerrymandering 3.0
