Of course, the Cruz Amendment would save money, both private (cheaper rates for those who select cheap policies) and public (in that there are less subsidies) -- but at the cost of unduly raising rates for those people who do not currently have insurance or let insurance lapse.

The whole point of the ACA was to subsidize people.
