6. Looking at wiki, it looks like the

Montgomery GI bill required a servicemember to pay into the program while on active duty.

The post-911 GI bill didn't have that requirement. Also, if I remember correctly, the reserve and national guard GI bill also didn't require payment (though the benefits were less).
