17. Magnet schools are usually part of the normal county school system.

While I'm for more school independence within the regular system, maybe charters are a step too far... especially when they can sort-of cherry pick their students... and can often perform worse than the county schools? Magnets yes. Charters... maybe, needs reform imo.
