Proposition 7, which created the initiative system, allows propositions and initiatives to supercede all state laws and even supercedes the power of the state constitution. The legislature is powerless to create any law limiting the scope or reach of propositions in this state. The only way to limit it would be to have the voters back another proposition, and that hasn't been done.
It would be a violation of the state constitution for any agency of the state to try and limit or ban a proposition, even if it includes materials that violate state laws.
Like it or not, that's how it works.
