Doesn't even need to be a foreign government, could be from within. Maybe some NK general who thinks he and his family should rule for the next 100 years.
They have nothing to gain by attacking the US, but they (Kim) is an insane little maniac with nuclear capability, he doesn't think like you and I, and that just cannot be ignored.
