A person with a disability is seen as a potential burden on the health and social services by some countries.

Canada seems especially dickish in this regard (cf. Jazmine Talosig, deafness and Barlagne case, child with CP and Lucy Chapman, learning disability).

The UK is much more flexible and the Netherlands is pretty good in that regard in exempting people with disabilities from language and culture tests for citizenship.
