how about some sort of law that every dollar spent on development by CCA affiliates triggers 1% in expenditures to house the homeless..something like that? how about every penny given to city council triggers an equal donation to an organization for the homeless created up by city council?
We have 80,000 homeless and 13,000 beds available in LA.
