Hell, we lease Gitmo from Cuba... but CA can't come to some mutual defense pact with the rest of the US? There's also the matter of CA's share of the national debt. Obviously any credible threat has to consider all these ramifications. But AGAIN... the idea is to leverage CA's power to force democratic reforms. And your ideas for abolishing the EC in an antidemocratic and virtually reformproof system are???
