I think he's intentionally picking the worst candidate he can come up with for each position. Why is anyone's guess.

I thought that Ben Carson for HUD was going to be the most egregious example, but I think Petraeus tops that.

Edit: the Tom Price pick is probably equally egregious, if not more so.
