9. Walker had no limit on contribution per person, Barrett did

In a quirk in State law, because Walker was fighting recall, he could accept unlimited contributions from each person. The normal limits on the amount of contributions did not apply because it was not a regular election. Meanwhile, Barrett did have to comply with those limits because he was running for office.
