Shrubbie failed at everything he did until the 1% decided to manufacture a political career for him. Therefore he was willing to be "handled" while honing the "aw shucks" persona.

Rmoney was a huge success at making money, which takes a reasonable amount of smarts as well as being a sociopath. That means that he refuses to be "handled" by his team or to take the opinions of anyone not in his class seriously. He is totally incapable of faking "aw shucks."
