You said he was a troll, basically full of shit, so, how can you then agree with him? If you want preserve entitlements, you also don't load them down in red tape out of the extreme fear that everybody is stealing from them. Our troll wants to spread that fear. He deserves "way too far in the other direction," and after you smack-down the delusion, then you can get a separate thread on how common abuse really is.
