for arrangements to be made to have federal law providing them with protective custody.
If they DO indict the cop, then the rest of the police will want to come after them, BUT, if
they don't indict him, the citizens may want to come after them. They can't win this one no matter which way they decide.
Personally, I hope they indict him.
