26. A writer I read once explained it well.

Nobody can be as consistently wrong as much as our 'leaders' seem to be. The odds are against that happening. Even if they were guessing about which action to take each time, odds are that they would do the right thing occasionally, at least. Yet they always seem to do the wrong thing. It goes against the odds to say that they're merely incompetent.
