7. Simple..use the $$$ the Pentagon said it had on hand to invade Syria earlier.

Remember this spring when Obama was kinda-sorta-perhaps wanting to invade Syria over the WMDs that Syria was supposed to have?
The Pentagon stepped up, assured us all that such an invasion would not cost us any money, because it "had enough in its contingency fund' to cover the cost.
It mentioned numbers in the billions.
So, there ya go..let the Pentagon pay for the next big attack/invasion/ war in the sand box.
