This was a myth created by the Raygun administration and continues to be exploited. Raygun is famous for saying "The eight most dangerous words in the English language are - I'm with the government and I'm here to help."
Actually no - the most dangerous words in the English language are "I'm a republican, mind if I peek inside your bedroom?".
