it seems that there really weren't "objective" criteria for the awarding of HMGP grants. Bear with me, there is a lot to go through to understand it. The short of it is here:

Amid reports that the Christie administration may owe Hoboken $700,000 in Hurricane Sandy aid, state officials have changed how they are defending relief fund allocation, Mayor Dawn Zimmer said. Officials originally said that Hoboken was awarded its fair share, now they are trying to back peddle in face of criticism, Zimmer said.
Gov. Chris Christie's administration on Wednesday railed a WNYC and NJ Spotlight report alleging that Hoboken was shortchanged $700,000. According to the report, the state hadn't used the same criteria for Hoboken as for other cities when it determined how much the city would receive from the Hazard Mitigation Grant Program Energy Allocation Initiative. Larry Ragonese, a spokesman for the state Department of Environmental Protection, said that the report relied on incomplete data, since the final grant awards had yet to be finalized.

The amount of Sandy aid thats at the heart of Hoboken Mayor Dawn Zimmers accusation against the Christie administration was initially determined through a faulty selection and scoring process, documents show.
An investigation by WNYC and NJ Spotlight has found that by using the Christie administrations own scoring criteria, seven of Hobokens requests for backup generators should have been funded instead of just one, making it potentially eligible for up to $700,000 instead of the $142,080 the city was awarded.
Zimmer has claimed her city was shortchanged because she refused to support a redevelopment project favored by a close ally of Governor Christie. Top officials in the governor's office immediately disputed that claim.
