I would say that it should be leaning Democrat, though it is part of the more residential suburbs of the university campus, and might be a little more conservative than Iowa City is but still is a lot more liberal than the rest of Iowa. I used to live there as a student way back when...

Make no mistake about it. This was a strategic move on the part of the Koch brothers. Iowa City used to be represented by Republican moderate congressman Jim Leach for many years and got voted out by Iowa City voters back in the swing towards a Democratic House by Democrat Dave Loebsak in the elections that a lot of "moderate" Republicans got pushed out of office.

Iowa of course is still the first election battleground of 2016, and I'm sure that Kochs wanted to make Iowa City more Republican before that time to impact both Democratic and Republican party caucuses then, and would also like to try and affect the state in who they vote to replace Tom Harkin in next election.
