They need to control the local politicians in order to continue (or begin) polluting.
Step one: Weaken the EPA (and state DEQs)
Step two: Buy local politicians.
Step three: Pollute the local environment.
Step four: Deny health care for local people so that health issues cannot be tied to the environmental pollution that you are creating.
Step five: Count your huge piles if money.
Makes sense, despicable but logical.
