most small town/suburban/Podunk police departments are pretty much incapable of investigating anything more complicated than a traffic ticket (unless there is a tailor-made fall guy who they can squeeze an easy confession out of)...Off the top of my head in recent years we've had:

Ben Roethlisberger
Steubenville
Trayvon Martin
Kendrick Johnson
etc...
