I'm explaining the mechanism by which Capt. Orange will bring to a vote despite it being the same deal he has rejected for two weeks.

He'll declare it something new and bring it to a vote, passing it mostly with Democratic votes. Just like he could have passed a "clean" CR two weeks ago. But this one's new (and his ass is currently in his hand), so he'll bring it to a vote.
