Because the definition does not focus on the absolute worst off. It explains state authority, public goods and services, public and private infrastructure and economics.

In other words, if your country has no reliable means of providing running water, sewage services or electricity, you're likely third world. If a nation's population is largely or exclusively supported by foreign aid, you're likely in a third world nation.

Being denied social services, that exist nonetheless, does not mean one is living in a third world nation. Even though such hyperbolic language looks appealing.
