American foreign policy following WW I was formed by Republican isolationist so we had a fairly weak military. There were still enough of those isolationisms in the Senate to block FDR's efforts to counter Hitler's moves in Europe. Indeed, people such as Prescott Bush were trading partners with the Hitler government. In hindsight, everybody knows we should have done more earlier in the struggle for Europe but that would have required the isolationists of the day to step aside, which they didn't. Santorum may want to revise history to make a talking point but comes out instead looking like an uninformed fool in the process.
