Maduro flew into to Moscow for a 2-day summit on his Airbus A319CJ Presidential jet (classed as a VIP Airliner) which has an air range of 6300 nautical miles, unless they modified it to have more. He then went for a short visit to Minsk, Belarus from where he "hurriedly" flew out.

The air distance from Minsk to Caracas is [link:http://www.flightpedia.org/distance-minsk-belarus-to-caracas-venezuela.html5042] nautical miles, less than from Moscow.

He wouldn't have had to refuel at all in Europe.
