A diplomat with Bolivia's embassy in Vienna told the Associated Press the Bolivian president was in the airport's VIP lounge. She said she did not know whether Snowden was with him.

Officials at the White House were not immediately able to comment on whether it had pressured western European allies to refuse to allow the plane to enter their airspace.
