I think there's a good argument for decriminalizing drugs that have more damaging effects. If it is done with a shift to a consideration of addiction as a medical problem, I can see some potential good results. If morphine were prescribed for addicts, maybe criminal drug trade of heroin would be less necessary and therefore reduced.
The same goes for the availability of a stimulant "high."
There are potential unintended consequences, though. Unlimited availability would require careful monitoring because of the long term physical effects.
Also, people who have mental illnesses often don't seek treatment because they treat their symptoms with alcohol or other drugs. Having more options could further complicate a very big problem within the mental health system.
There are a lot of variables to consider. The human cost has to evaluated carefully.
