Nobody who makes $10.55 per hour could afford ANY rental in the city without some kind of assistance.

It's not a place where many low-income people live, other than homeless people. One of the reasons the unemployment rate is so low is that retired people and independently wealthy people who aren't in the job market account for significant portions of the population of the city.
