I dont believe in complex coordinated conspiracies that involve massive numbers of individuals.

It could be there were just a few instigators that caused the damage that led to the police action. That is usually the case in situations like this. Anyway, regardless it is a bad situation and Quan should get some of the blame. They clearly did not handle the situation properly.
