It is a tactic to make the protesters look bad. The police know that the public perception of them is that they are there to protect and serve. So, if there is violence then the perception is that the protesters instigated it. Yet, I have never seen unprovoked violence against a police officer yet I have seen more than one instance of unprovoked police brutality.
