M'kay? If their competence to practice is compromised by their emotional disturbances they are no use to anyone.

If you think it's okay for them to be no different from "some guy with a gun who likes to do what he thinks is right" then society has no need for cops. There are plenty of people out there with guns who like to do what they want.
