As you point out, mostly in reference to the kind of guy who wears a band's T shirt to one of their concerts, but I've heard it applied to other commonly frowned-upon behaviors as well.

"Don't be that guy" is a phrase in standard usage. "Don't be a rapist" is not.

It means that they don't want anybody to "harass, abuse, impersonate, or intimidate others."

Incorrect. "That" guy = a certain type of guy/a member of a particular subset of guys.
