4. This is a real problem - people on judgement altering drugs, dementia, etc.

I've had to take guns away from father-in-law who was developing dementia and having serious hallucinations. Man who retired with 25 years in military, and another 25 years as policeman. But this is an issue with guns.

Admittedly, I might have a degree of dementia.
