44. Lots of hidden assumptions in your questions...

...such as the assumption that people will do any old drug they can get their hands on. That's probably true for some folks, but for most people, different drugs have different effects, and just because a drug of choice is not available does not necessarily mean they'll reach for another, especially if the available alternatives have effects that are not to that person's liking.
