and saying it's the problem of the Dems in the Senate now despite the Dems in the Senate actually already passed a bill he refuses to bring to the floor is going to wash?

Sure, for the people watching FAUX news I'm sure it will go over fine. But I hope and pray that a lot of the US is waking up and sees the GOP for the obstructionist asses they are.

Budgets must be passed by the House. The House has spending authority. Not the Senate. Therefore, the HOUSE should be held responsible for coming up with a budget if they don't like the one the Senate proposed. Who is in control of the House? Oh, that would be the Republicans.
