17. Why are we freaking out so much over possible proposals

Right now negotiations are occurring (or at least were occurring) and people throw around all kinds of potential ideas and offers during the negotiating process but nothing is final, of course, until the House and Senate actually vote on a bill and send it to the President for a signature.
