2. It is not a filibuster. It is the maximum amount of time allowed for debate so long as someone is actually talking.

It is different from a filibuster in that a filibuster could in theory last forever (or then end of the congress) if you have people actually keep talking until you get 60 votes to close debate.

At the end of the 30 hours it will be a straight up or down vote. This will not kill the nomination or deny a vote on the nomination. This is just a delay (not nothing but ........)
