Pay more into Federal coffers than Red states. So my guess is a typical NJ community will get far less in federal education money (if it actually comes back to the states) than they put in.

TBH, most rural areas don't seem to value education all that much. My guess is they'll let it slide and make do with less rather than raise property taxes. Additionally, "school choice" is less available in rural areas than urban; in my state, charter schools are mostly concentrated in the state's largest city.
