Neckbands is shorthand for usually young, very misogynistic (and usually white mwn) who are unkempt, poorly groomed and yet think that women should cater to them and any that doesn’t is an ugly (fill in the blank). Neckbeards tend to resort to “negging” (insulting a woman to take her down a leg) and are basement-dwelling losers. Vance is king of the neckbeard faction, though he is moderately better groomed than they tend to be.
