This year it's worse than usual because they expect layoffs to pump the stock price. Then they dump the stocks and pay this year's rate on capital gains in advance of next year's rise.
The last thing executive pay packages should ever have contained is stock options. The temptation to pump and dump is always too great, heightened by fear the taxes will go up.
